Static Reduction Hose. 

Double-ply black neoprene coated polyester fabric hose coated with a conductive elastomer reinforced with a spring steel wire helix. 

This hose is designed with high conductivity to reduce the danger of static build up and allows electrostatic build up to escape when properly grounded. In fact, the surface resistivity level is 103-105 Ohms/Square. It's also designed with good crush resistance, tensile strength, flexibility, and a neoprene coating that offers excellent abrasion & chemical resistance. This makes it more durable than double ply cotton hoses.
